Our city has a huge amount to offer and our ambition is for all our residents and visitors to share the best of York.Situated in North Yorkshire, and at only 105 square miles, York is a wonderfully compact city allowing easy travel. London and Edinburgh are both less than two and a half hours by train, and neighbouring Leeds, Hull, Harrogate, Northallerton and Middlesbrough are also easy to reach by road or rail. Our ambition is to be one of the best-connected cities in Europe.

We have built upon our heritage to create a mixed and stable economy which:

Our thriving education sector helps young people to achieve a great start in life, supporting a highly skilled workforce and low levels of unemployment. Over 90% of children go to a 'Good' or 'Outstanding' school, with children’s services rated as 'Good' and on the way to being 'Outstanding'. We adopt an inclusive partnership with York schools, academies and education partners, enabling a whole-system approach to education.

We are one of the top performing local authorities for social care in both children and adults services, with a 'Good' Ofsted rating; adopting a preventative model, with community based solutions enabling people to live happy, healthy and independent lives.

York is a reasonably affluent city which translates into its residents having good life expectancy and generally positive health outcomes. We are aware that this is not the case for all and are resolute in our ambition to tackle this inequality.


We have strong partnerships with health and care partners, to enable whole system leadership, creating the platform to balance preventative and acute services, maximising independence and reablement whilst ensuring that those most of need are supported well. Bucking the national trend we are ahead of target with our house building strategy; ensuring we continue to shape the place around the changing needs of our residents, businesses and visitors.


Our purpose is to be a more responsive and flexible council that puts residents first, whilst meeting its statutory obligations. We aim to celebrate and champion the diversity of our population and encourage everyone to play an active role in the city. In achieving this aim, we work closely with all public and private sector organisations in the city and the region to make sure we get the most from collective public expenditure in York.

We are transparent in all we do, including being clear with communities and partners about the scale of the financial challenges we face, but also about how resourceful we are.

Regionally and nationally we aim to take the lead on working with partners to make the case for more local power over our finances and future, so we have greater control, investing in external partnerships that support the local economy and lead to direct outcomes for residents.
